Minutes of the Meeting
10/9/03
Present: Hultgren, Jackman, Padick, Darcy, Quinn (101 Depot Road), Ferrero (91 Depot Road), Miekle (98 Depot Road)
1. No parking fines – no action taken.
2. Traffic Calming – Hultgren said that he hoped the speed table on Hillside Circle would be redone this week. Traffic studies to include the other requested traffic calming locations are in work.
3. Speed Limit on Separatist Road – Hultgren said the classifier would be on Separatist Road in the next few weeks to continue to gather data on this.
4. Center Street Diverter – data is still being gathered.
5. Hunting Lodge/Birch Roundabout – design is in semi-final form. One or more neighbors are yet to be contacted by DPW before applying for permits.
6. Speeding on Town Roads
A. Messers Quin, Ferrero and Miekle addressed the Authority regarding speeding on Depot Road. They said that there are frequent cars not slowing down at all for the humps and that some better long-term solution to the traffic was necessary. They also sited noise, frequent trucks and the large number of small children in this neighborhood. Staff will use the new classifiers to determine more information on the time and speed distribution of the traffic and if other calming measures might be appropriate for this stretch of road. Darcy said he will look into selective truck enforcement from the troop if it is available for this area.
B. Complaints for fast traffic near 211 Codfish Falls Road and 96 Mt. Hope Road were also received. Staff will get speed data at these locations as well.
7. Maintenance/traffic - Cemetery Road beyond the end of the Town Road – Concern is about the unmaintained portion of the road. Hultgren will consult with the Town Attorney on this.
8. Intersection of Mansfield City and Crane Hill Roads – staff presented a concept plan to make this intersection more into a “T” to slow traffic going south. There were no objections to the concept.
9. Dirty Road complaint – Route 195 – this had been referred to the State DOT.
10.Speed trailer/speed indication signs – Hultgren said prices were coming down on semi-permanent speed indicator signs (for particular locations like schools, construction zones, etc.). He said that he would be checking speeds with the new classifier on contral sections with and without the presence of the speed trailer and report this to the Authority.
