MISSION STATEMENT

To assist low and moderate income families with safe, decent and affordable housing opportunities as they strive to achieve self-sufficiency and improve the quality of their lives. The Housing Authority is committed to operating in an efficient, ethical and professional manner. The Housing Authority will create and maintain partnerships with its clients and appropriate community agencies in order to accomplish this mission.

HUD Section 8 Housing Choice Voucher Program

This program is funded by the federal government and administered by the Housing Authority. It assists participants with rental payments using the private market rather than actual government housing. When a voucher is issued, the participant can look for a rental in our jurisdiction which includes the towns of Mansfield, Coventry, Willington, Ashford and Chaplin that meets the Fair Market Rent as set forth by the federal government. The participant is required to live in our jurisdiction for the first year. The apartment is inspected by the Housing Authority, a lease is signed between the Landlord and participant, and a Housing Assistance Program agreement is signed between the Landlord and the Housing Authority.

Landlords are welcome to call the Housing Authority if they are looking for tenants or would like to be put on our list of housing opportunities in the area. We are always happy to explain the program in more detail, answer any questions landlords may have, or provide actually documents for the landlord’s review. The voucher program works well and has advantages for both landlords and tenants.

The waiting list is open periodically. When the list is open, a link to the pre-application will be activated on this website, a pre-application will be printed in the Chronicle and available from the the Department of Administrative Services at www.das.state.ct.us/Business_Svs/HCVP/HCVP_Home.asp. Participants are chosen by preference and lottery.

Holinko Estates

To be income eligible for Holinko Estates, family income must be 80% or less of the median income for the Hartford-West Hartford-East Hartford, CT HUD Metro FMA Area as published by HUD each year. The 2009 income limit for a family of two is $51,200; a family of three is $57,600; a family of four is $64,000.

Holinko Estates is a state financed housing community for moderate income families. It consists of 35 unit apartment complex with 21 two bedroom units, 13 three bedroom units and 1 four bedroom unit located on Zygmunt Drive in Storrs. The base or minimum rent is $450-475 per month for a two bedroom, $500-525 per month for a three bedroom and $575 per month for the four bedroom unit plus utilities. The actual rent is based on income but will not be less than the base rent.

Most of the apartments are townhouse style and some are flats. There is a laundry facility on site and a large playground. Washers and dryers are not allowed in the units.

Wright’s Village

To be eligible for Wright’s Village, a person must be at least 62 years of age or a person of any age who has been certified by the Social Security Board as being totally disabled under the federal Social Security Act or certified by any other federal board or agency as being totally disabled.

To be income eligible, income must be 80% or less of the median income for the Hartford-West Hartford-East Hartford, CT HUD Metro FMA Area as published by HUD each year. The 2009 income limit for an individual is $44,800. For two people the limit is $51,200.

Wright’s Village is a state financed housing community consisting of 40 one bedroom units on one level located on Wright’s Way in Storrs. The units range in size from 425 SF to 590 SF. The base or minimum rent is $195 month for the smaller units and $205 per month for the larger units plus utilities. Actual rent amount is based on income but will not be less than the base rent.

There are laundry facilities available at the Mansfield Senior Center located next door. The Senior Center has a full schedule of activities including noon time meals Monday through Friday for which a donation is asked. There is a Windham Region Transit District (WRTD) bus stop at the front of the property which provides low cost transportation to the Willimantic shopping district and to the Four Corners area of Mansfield.

The waiting list is currently OPEN. When the waiting list is opened and an application is accepted, it could be a year or more before a unit becomes available.
