Mansfield Planning and Zoning Commission

The Mansfield PZC will hold a Public Hearing on Monday, March 17, 2008 at 7:30 p.m. in the Council Chambers, A.P. Beck Bldg., 4 S. Eagleville Rd, to hear comments on PZC-proposed 1-30-08 draft revisions to the Mansfield Zoning Map and numerous sections of the Zoning Regulations.

Proposed Zoning Map revisions are:
A. Rezone areas zoned Professional Office-3 (located west of Mansfield City Rd and south of Pleasant Valley Rd) to a new Pleasant Valley Residence/Agriculture (PVRA) zone.
B. Rezone areas zoned Industrial Park that are east of Mansfield Ave and south of Pleasant Valley Rd to a new Pleasant Valley Commercial/Agriculture (PVCA) zone.
C. Rezone areas zoned Industrial Park that are west of Mansfield Avenue to a Rural Agriculture Residence-90 zone.

Proposed Zoning Regulation revisions include:
1. Revisions to Art. II, III, VII, VIII, and X. Sec. A. to reference/implement zoning map revisions and eliminate out of date moratorium provisions and to incorporate needed reference and coordination changes. The proposed new PVRA and PVCA zones will be Design Development Districts.
2. A new Art. VII, Sec. K including uses that may be permitted in the PVRA Zone (primarily multi-family housing and agricultural uses).
3. A new Art. VII, Sec. U that lists uses that may be permitted in the PVCA zone (primarily research and certain industrial uses with low traffic, contractor and automotive garages, offices, commercial recreation, veterinary hospitals and kennels, age restricted multi-family housing and agricultural uses).
4. Revisions to Art. VIII, Sec. A including a twenty-five (25) acre minimum lot area for new lots in the proposed PVRA and PVCA zones.
5. New subsections A.8 and A.9 to Art. X to establish special provisions for the PVRA and PVCA zones, including sewer and public water supply requirements and agriculture land preservation provisions.
6. Revisions to Art. X, Secs. A.4.through A.7.regarding stormwater management, pedestrian/public transit, open space/recreation, courtyards and distances between structures for projects within certain design development districts.
7. Revisions of Art. X. Secs A.5 and A.6 regarding density provisions for Age Restricted Housing and other multi-family housing projects.
8. New subsections j and k to Art. X. Sec. A.6 regarding housing unit mix and affordable housing requirements for certain multi-family housing projects.
9. Revisions of Art. III, Sec. M. (to be re-lettered Sec. L.) regarding referral requirements to the State Dept. of Public Health.

At this Hearing, interested persons may be heard and written communications received. No information from the public shall be received after the close of the Public Hearing.
