MANSFIELD ZONING BOARD OF APPEALS – REGULAR MEETING
MINUTES
NOVEMBER 12, 2008
Chairman Pellegrine called the meeting to order at 7:00 p.m. in the Council Chamber of the Audrey P. Beck Municipal Building.
Present: Members – Fraenkel, Katz, Pellegrine, Singer-Bansal, Wright
Alternate – Clauson
Absent: Alternates – Accorsi, Gotch
WEI WU GUO – 7:00 PM
To hear comments on the application of Wei Wu Guo, 107 Jonathan Lane, for a Variance of Art VIII, B.1.g to install a 24” satellite dish antenna approximately 3’ from front property line.
Mulan Lin, wife of the applicant, and Lucy Chen explained that the only location where there is a signal for the antenna is in this spot, which is 3’ from the front property line. English is the family’s second language and they would like to be able to access Chinese channels. They feel their hardship is the zoning regulations and the signal problem.
A Neighborhood Opinion Sheet was received showing no objections from the neighbors.
Business Meeting:
Katz moved to approve the application of Wei Wu Guo, 107 Jonathan Lane, for a Variance of Art VIII, B.1.g to install a 24” satellite dish antenna approximately 3’ from front property line, as shown on submitted plan.
In favor: Katz
Opposed: Fraenkel, Pellegrine, Singer-Bansal
Abstained: Wright
Reasons for voting against application:
- It’s not in keeping with zoning regulations
- It would affect property values – unattractive
- There is no hardship
- Issue should be addressed by Planning & Zoning
Reasons for voting to approve application:
- No objections from neighbors
- Signal problems is the hardship
Motion failed.
The board members will draft a letter to the Planning & Zoning Commission regarding the regulations for dish antennas.
APPROVAL OF MINUTES FROM OCTOBER 7, 2008
Wright moved to approve the minutes of October 7, 2008 as presented.
All in favor.
