PLANNING & ZONING COMMISSION REGULATORY REVIEW COMMITTEE

Wednesday, January 9, 2008,

Conference Room B, Audrey P. Beck Municipal Building

 

Members present:     R. Favretti (Acting Chairman), L. Lombard, P. Plante, M. Beal

Others present:          G. Padick (Director of Planning)

 

The meeting was called to order by Acting Chairman Favretti at 1:35 p.m.

 

Items of Business

 

I.                     Minutes – 12/19/07-Lombard MOVED, Beal seconded to approve the minutes of December 19, 2007 as distributed.  The MOTION CARRIED UNANIMOUSLY.

 

II.                   Consideration of potential revisions to the Zoning Regulations/Zoning Map

 

a.      Pleasant Valley Area

Padick distributed a 1/9/08 email from the Town Attorney.  He related that the Zoning Agent had a few minor wording suggestions but no major issues.  After discussion, it was agreed not to change the names of proposed new zones south of Pleasant Valley Road.  Other revisions could be incorporated.  It was also agreed to incorporate the revision suggested by the Town Attorney.  Padick was asked to seek input from other municipalities regarding agricultural dedication provisions for multi-family housing and commercial development projects.  Padick was instructed to forward a revised draft to other Commission members and seek input prior to presenting at a PZC meeting.

 

b.      Agricultural Regulations

Padick related that he had accepted an invitation to attend a February 6 Agricultural Committee meeting.  It was agreed to postpone any further consideration on this issue until after this meeting.

 

c.      Other

Padick distributed a 1/9/08 listing of potential revisions to the Zoning Map and land use regulations that is based on Plan of Conservation and Development recommendations, recent PZC referrals and Zoning Agent recommendations.  The balance of the meeting was spent going over the 1/9/08 listing and discussing priorities.  It was generally agreed that attention should be given to: potential refinements in application requirements and approval and post approval processes for major projects and subdivisions; the potential creation of special zones and associated regulations for historic village areas, agricultural areas, interior forest areas and aquifer/well areas; more specific design standards for site improvements; approval provisions for efficiency apartments; refinements in the definition of family; maintenance requirements for site improvements; and potential "quick fix" issues identified by the Zoning Agent.

 

III.                  Future Meetings

 

Members present agreed that the next committee meeting would be held on 1/23/08 at 1:30p.m.

 

IV.               Adjournment

 

The meeting was adjourned at 3:50 p.m.
