REGULAR MEETING MINUTES
Housing Authority Office
April 17, 2008
8:00 a.m.
Attendance: Mr. Long, Chairperson; Mr. Simonsen, Vice Chairperson; Mr. Eddy, Secretary and Treasurer; Ms Hall, Assistant Treasurer; Ms Christison-Lagay Commissioner was excused; and Ms Fields, Executive Director.
The meeting was called to order at 8:14 a.m. by the Chairperson.
A motion was made by Ms Hall and seconded by Mr. Eddy to accept the minutes of the March 27, 2008, Regular Meeting. Motion approved unanimously.
Ms Fields received a letter from DECD reinstating the PILOT. The Town of Mansfield will complete the application for request for funds and send it to Ms Fields for signature.
Ms Fields received a check in the amount of $1,150.98 for the property loss on January 4, 2008 due to water pipes breaking in the 900 building at Wright’s Village. That amount represents the total loss minus our deductible.

REPORTS OF THE DIRECTOR
Bills
A motion was made by Mr. Simonsen and seconded by Ms Hall to accept the March 2008 Bills. Motion approved unanimously.
Financial Reports –A (General)
A motion was made by Mr. Eddy and the Finance Advisory Committee recommends acceptance of the February 2008 Financial Reports. Motion approved unanimously.
Financial Report-B (Section 8 Statistical Report)
A motion was made by Ms Hall and seconded by Mr. Eddy to accept the February 2008 Section 8 Statistical Report. Motion approved unanimously.
Mr. Eddy reported that four applicants were selected to interview for the position of Resident Service Coordinator. Deanna Clark was hired as the Residential Service Coordinator and began on April 14, 2008.
Mr. Eddy asked that the Visitor Parking sign be put back up and that new Resident Parking signs be purchased to replace the currently ones which have deteriorated over time. Ms Fields will address both requests.
Water Meters
Ms Fields reported that the water meters were installed by the University of Connecticut at Holinko Estates. Five (5) meters will be installed, one at each building and will result in direct billing rather than through the Town of Mansfield.
Report of the Financial Advisory Committee
Mr. Simonsen reported that the Committee was working on the Section 8 funding and expenses based on the differences between the federal fiscal year and the Housing Authority’s fiscal year. The analysis began at the last meeting and will be ongoing at the meeting next month. Spreadsheets are being created to look forward as well as look at the number of vouchers that can be supported with the available funding today and in the future.
Eviction of Unit 102
The tenant did not move within the thirty days as the eviction papers he was served requested. On Saturday or Monday he was he was served by the sheriff and has until the 24th to respond to the court. If no response, we will file a default motion on the 25th.
Use of Knop Shop
This item will be reviewed at such time that the Board reviews all the Housing Authority policies. There is not an immediate need to make or review the policy at this time.
