Town of Mansfield Four Corners Sewer Planning Advisory Committee

Minutes of the Meeting – August 27, 2009

 

 

Present:          Nesbitt (Chair), Girard, Hart, Hultgren, Padick, van Zelm

 

The meeting was called to order by chair Nesbitt at 7:13 PM.

 

The minutes of the July 21, 2009 meeting were reviewed and approved.

 

Hultgren updated committee members on several items:

n      he has been unable to schedule a meeting with Senator Dodd’s staff this summer.  He will try to set the meeting up this fall

n      in a recent meeting with UConn’s senior administration, he learned that because of UConn’s successful efforts in water conservation and its pending water reuse project, it is unlikely that UConn will be moving to bring in additional water to the area in the near-future.  Members discussed this at some length basically concluding that the Town will have to take the lead in bring water into the four-corners area, possibly through the Water Utility Coordinating Committee (WUCC) process that has recently begun in this area.

n      Although he had talked with Mr. Sebonik recently, there was nothing to report regarding his efforts to secure “venture capital” from area property owners to help bring water into the area.

n      Survey maps showing properties in the northern part of the proposed service area were discussed noting that between the wetlands and the topography, the pipe lines in this area (behind the Holiday Mall and Willards) will have to take a route different than shown on the concept plan.

 

Greg Padick, the Town’s Director of Planning, presented information on design districts and what elements he thought would be appropriate in a four corners design district.  He also explained 3 handouts and said he would type up his presentation notes for committee members.  He reminded committee members that the PZC had the ultimate authority to establish a design district and approve its parameters.  Discussion followed.  Some interaction between the committee and the PZC and/or its Design Review committee was recommended.  He also suggested that the committee check into the stratified drift aquifers in the four corners area (as an alternative to bringing water into the area) and he updated committee members on the status of North Hillside Road, which now has the possibility of starting construction in 2010.

 

The next meeting was scheduled for Wednesday September 30th.

 

The meeting was adjourned at approximately 8:50 PM.
