Town of Mansfield
Four Corners Sewer Planning Advisory
Committee
Minutes of the Meeting – May 27, 2009
Present: Nesbitt (chair), Girard, Plante, Ferrigno,
Schaefer, Rawn, Hart, Hultgren
The meeting
was called to order at 7:05 PM by chair Nesbitt.
The minutes
of the May 5, 2009 meeting were approved on a motion by Plante/Girard.
A few
preliminary discussion items took place:
·
Hart
said that in checking on HB 6087, there might now be a rider on it that may
complicate its passage. He will check
with Denise Merrill on this.
·
Hultgren
circulated a progress memo from the Assistant Town Engineer summarizing the
work that has been done recently on the concept design for sewers. He said that better elevation data was being
gathered now so that costs of additional piping to add other areas to the
service area could be accurately evaluated.
Arrangements
for the June 9th public information meeting were discussed. Press releases and invitation letters have
been sent out and Nesbitt will forward a letter about the project to the
Chronicle and Journal Inquirer.
Regulators and other interested agencies have been invited. The meeting is noted on the Town’s website,
CATV announcement board and it will be sent out via the Town’s email
notification software.
The presentation
for the meeting was reviewed and edited.
An additional slide will be added using the Chronicle’s “Ghost Town”
headline from earlier this spring.
Hart outlined
how he thought the Town’s web page could be modified to include both the 4
corners project and the downtown project under an economic development
section. He will work with Gene and the
staff to set this up in the next week or so.
It was suggested that there be an email address or click box in the 4
corners section to ask questions or request additional information. Hultgren handed out 7 installments about the
project that could be rotated onto the website every few weeks so that the
information is fresh. The first installment
will just have the public information notice, gene’s add and the current FAQ
sheet. The technical information about
the project can remain within the Engineering sections of the Town’s web page,
perhaps with a link from the economic development section.
Future
meetings and topics were discussed. The
next meeting after the June 8th public presentation was scheduled
for June 16th at which the committee will review the public
meeting. Then either at that meeting or
at a next meeting a discussion of zoning and development issues will take place
among committee members.
Finally, a
discussion of timing, bonding and referendum strategies was held. No firm dates were set, as there are still
many pieces of the project that still have to be put in place.
The meeting
adjourned at approximately 8:45 PM.
Respectfully
submitted,
Lon Hultgren

Public Works
