4 Corners - Advisory Committee Organizational Meeting

December 2, 2008 (Tuesday)

7:00 pm   Conference Room B, Mansfield Town Hall

 

1.  Introduction of Committee members

 

2. Review Committee’s Charge (see attachment) and establish specific Goals of Committee including

            (suggestions)

            a.  Engage 4 –Corners  property owners and developers and Mansfield residents in

                discussion of sewer project.including

                        1) potential investments (type, value, design)

                        2) financing of project (town bonding, property assessments, etc)

                        3) establishment of design district parameters

            b.  Explore potential for water service to 4-Corners area

            c..  Provide guidance and coordination for the staff, Town Council (Water Pollution Control Authority) and Planning and Zoning Commission for verification of  feasibility, cost and revenue projections, design guidelines, sewer assessments and the education of the public in preparation for referendum.

 

3.   Summary of Facilities Plan (sewer study) and Connecticut Water Co. discussions-  Lon Hultgren, Director of Public Works

 

4. Discuss methodology for engagement of 4-Corners property owners/developers

            (suggestions)

          a,  Survey of property owners/developers to collect data

                        1) types of potential enhancements, if any proposed (ie. office, housing, etc)

                        2) Estimate potential range of investment w/ sewer only or with both sewer and water

                        3) Estimate timeline for proposed enhancements

                        4) Concerns and needs of residential property owners

           b.  Public meetings with 4-Corners property owners/developers

 

5.  Future meeting agendas.

            a.  Meeting with Connecticut Water Co.

b.      Discussion of survey draft

c.      Review sewer assessments
