1. The meeting was called to order by Chair Quentin Kessel at 7:35p.
2. The minutes of the 18 April
07 meeting were approved with minor editorial changes.
3. IWA referral: W1375
(Capo). The proposal is to construct an above-ground
pool upslope and 138' distant from wetlands at the closest point. The septic system for the
duplex lies between the pool site and the wetland. Some excavation would be required to create a
level area for the pool. The Conservation
Commission (CC) unanimously agreed (motion: Trainor,
Lehmann) that no significant negative impact on wetlands was likely, provided
standard erosion control measures are observed during construction.
4. UConn Water and Wastewater
Master Plan. The CC was asked by Town Manager Matthew Hart to
review and comment on the draft Water and Wastewater Master Plan. Kessel, Lehmann,
& Trainor attended a presentation on it before the Water
and Wastewater Advisory Committee on 2 May 07, where an executive summary was
available. Kessel
& Lehmann also looked at the full report.
Kessel then drafted a comment, which was
circulated to other CC members by e-mail; those attending this meeting looked
over his final draft and unanimously approved it, with a few minor editorial
changes.
5. Naubesatuck Water Council. Kessel has informed CC members by
e-mail that he has been invited to chair the Naubesatuck
Water Council and asked if any of them saw a conflict of interest. Nobody at this meeting did.
