Minutes of the January 17, 2007 Meeting

Conference Room B, Audrey P. Beck Building

 

Present:          Robert Dahn (chair), Quentin Kessel, Scott Lehmann, and Frank Trainor

 

Absent:           Peter Drzewiecki , Jennifer Kaufman, and John Silander

 

1.  The meeting was called to order at 7:34 PM.

 

2.  The minutes of the December 20, 2006 as revised by Lehmann were approved on a motion by Dahn and seconded by Trainor.

 

3.  Kessel reported on the January 16 OSPC meeting and shared with the CC a copy of the Jan. 8, 2007, memo from Director of Public Works Lon Hultgren to Town Manager Matt Hart regarding the FEMA Pre Disaster Mitigation Grant Program and properties along Thornbush Road.  Although funding would not be available from FEMA for these properties along the Willimantic River, Hultgren felt that one, or more, of these properties in the flood plain might be suitable for a small riverside park in Southern Mansfield that would compliment the canoe Launching facilities being constructed in Northern Mansfield near Plains Road.  The OSPC agrees that this possibility should be investigated.  After reviewing the maps and discussing the issue the CC also agreed that the Town should pursue this.

 

 3.  Membership:  Kessel agreed to invite to the next meeting a potential member (Rachael Rosen, who lives on Gurleyville Road and is employed by the environmental consultants LFR Levine Fricke) to see if she would be interested in joining the CC.  Dahn reported that he would check with another individual to determine if she might also be interested.

 

4.  Election of Officers:  Without all the members being present, a tentative slate was proposed, with Kessel agreeing that he would be willing to serve as chair and Lehmann agreeing to serve as secretary.  In his absence, Silander was proposed as the vice chairman. Trainer and Dahn moved and seconded the slate be discussed further at the next meeting with the hope of finalizing, and perhaps acting upon it, then.  The motion passed unanimously.

 

5.  Bylaws:  It is thought that the CC bylaws have not been reviewed or revised since Mansfield was governed by a Board of Selectmen.  Kessel agreed to bring copies of what he can find in earlier minutes to the next meeting.

 

9.  The meeting adjourned at 8:10 P.M.
