MINUTES

 

January 9, 2008

 

 

PRESENT: K. Grunwald (staff), G. Cole, A. Kennefick, S. Thomas, G. Padick (staff), N. Sheehan, M. Hart   

           

 

 

I.                    WELCOME AND INTRODUCTIONS

 

 

II.                  OPPORTUNITY FOR PUBLIC TO ADDRESS THE COMMITTEE: no comments.

 

 

III.                REVIEW OF MINUTES: the minutes of the December 12, 2007 meeting should note that “it is hoped that the RFP would be released by the end of 2007.”  With that correction the minutes were accepted as written.

V.                 DISCUSSION/NEW BUSINESS:

A.      Review of draft Request for Proposals: G. Padick- want to see the submittal focus on what the developer would actually plan to do; not just boiler plate.  Size of building, units, services, etc.  They will also need to deal with the sewer/water issue re: expectations, lot size requirements, etc.  “What are you proposing for Mansfield?”  Distinguish between background/expertise vs. actual proposal for Mansfield.  Identify the clear project that they think will work; what are the issues/obstacles that need to be considered to make this happen?  Who has a project that will meet our needs? The proposal should be as detailed as possible, including a sketch of the proposed facility.  M. Hart suggested having someone with expertise review the RFP before it goes out. K. Grunwald will ask Susan Brecht. This may be more about proposing a process rather than proposing a product.  The developer needs to describe the process that they would use to come up with the final product.  What makes the most sense based on what they know now?  Should the RFP include the results of a market analysis?  It may not be practical, but we need to know what they’ve based their projections on.  We need to find out if it is reasonable to have an expectation that a market analysis would be done (Susan Brecht?).  We need to ask developers, “what would you expect to have to provide?”  KG to contact all 3; revision to members prior to next meeting.

 

B.      Schedule visit to a Benchmark facility: no dates set at this time.

 

C.      Tasks and timeline re: next steps: no discussion.
