MINUTES

 

April 19, 2007

 

 

PRESENT: K. Grunwald (staff), G. Cole, J. Brubacher, M. Hart (staff), N. Sheehan, J.A. Bobbitt, S. Thomas, G. Padick (staff)

           

 

 

I.                    WELCOME AND INTRODUCTIONS

 

II.                  OPPORTUNITY FOR PUBLIC TO ADDRESS THE COMMITTEE: no comments.  The Mansfield Housing Authority has indicated that they plan on sending representatives to this meeting in the future. 

 

III.                REVIEW OF MINUTES: the minutes of the April 5, 2007 meeting were accepted as written.

V.                 DISCUSSION:

 

A.      Request for Qualifications: the revised RFQ was reviewed.  G. Cole asked about indicating the possibility of whether or not an Alzheimer’s unit would be one of the services offered?  The feeling was that this facility may be too small to support a separate unit.  It was pointed out that this can be beneficial if one spouse needs these services.  The general feeling was that this does not need to be included in the RFQ, but may be something that we would look for in a proposal.  

 

B.      Independent/Assisted Living Organizations: there was some discussion about Campus Continuum and the role that they might play in assisting us in locating a developer.  It was determined that the deadline for responses to the RFQ will be the end of June, based on publication deadlines.  Suggestions for groups to send the RFQ to included: Brecht, Steve Kegler (United Methodist), New Samaritan (David Brown), Perry Phillips.  There was some discussion of the comparison between the housing orientation of a HUD –funded facility, versus the care orientation in a for-profit.    Next steps: review information, identify organizations to submit the RFQ to. 

Suggested Timeline: mid-August to identify who gets the RFP, identify potential sites (KG and GP).  There was a question of how this gets incorporated into the RFP.  G. Padick sees the process as first identifying the preferred developer who will work with us, demonstrate shared interest in the project.  A civil engineering class at UConn has completed a project showing the location of a facility on the property adjacent to the Community Center.  A draft report of UConn’s study on water availability will be released May 2, with approval by early June.  The timing is good for this relative to this project.  G. Padick stated that he believes that this study will identify whether or not there will be water available to support this project.  Organizations that submit RFQ’s may help us to identify what needs to be included in the RFP. 

 

C.      “Other”: We will invite the Campus Continuum to the next meeting, and possible representatives from UConn.

 

 
VI.               SCHEDULE FOR FUTURE MEETINGS: first and third Thursday of each month, 9-10:30; location TBD.

 

 

VII.             ADJOURNMENT: the meeting was adjourned at 10:00 AM.
